数字で見る現状
フランスの県消防救助局（SDIS）は毎年、内務省の民間安全総局（DGSCGC）を通じて活動を報告しています。出動した火災は2009年の343,300件（DGSCGC）から2019年に316,100件（DGSCGC）、2023年に277,100件（DGSCGC）、2024年に234,702件へと減り、この1年だけで15%減りました（DGSCGC）。これらの合計は住宅・車両・草木などあらゆる火災を含みます。公開されている要約ページには店舗・事務所・工場・倉庫の内訳がないため、建物の種類ごとの傾向は別の資料から見る必要があります。

背景にあるもの
産業分野での増加の大半は、廃棄物と電池によるものです。2022年の政府の監察報告書は、廃棄物部門で9年間に578件の事故を数えました。2014年の42件から2019年には最多の99件に増えています。そのうち83%が火災で、約20%は放火と見られ、いくつかの資料は廃棄物火災のおよそ半数をリチウム電池によるものとしています（環境・持続可能開発総監察局（IGEDD）／経済総評議会（CGE））。フランスの産業事故調査機関である産業リスク事故調査局（BEA-RI）の調査からは、何が起きたのかが見えてきます。ルーアン近郊グラン＝クロンヌで2023年に起きた倉庫火災では、リチウム金属電池が熱暴走を起こしました。スプリンクラーはプラスチック製品向けの設計で効果がなく、約1万7,700平方メートルの保管区画が焼失しました（BEA-RI）。2024年にヴィヴィエの電池リサイクル施設で起きた火災では、最初の煙から最初の放水まで約1時間かかりました（BEA-RI）。
不特定多数が集まる建物の火災では、そもそも人を受け入れる許可を得ていなかったことが問題の核心になる例が多く見られます。キューバ・リブレの地下は許可なくナイトクラブとして使われ、天井には燃えやすい発泡材が張られ、非常口は施錠されていました（Tendance Ouest）。捜査当局によると、納屋を改装したヴィンツェンハイムの貸別荘も無許可で客を受け入れていました（Handicap.fr）。ノートルダム大聖堂の研究は、大きな火災の影響が長く残りうることも示しています。屋根と尖塔は約460トンの鉛で覆われていました。風下の土壌の鉛濃度は平均430 mg/kgで、ほかの方向の240 mg/kgを上回り、半径1キロ以内で約1トンが余分に沈着したと見られます（van Geenら、GeoHealth、2020年）。ルブリゾールの火災を受けて、フランスは2020年9月24日の省令で倉庫と可燃性液体の貯蔵に関する規則を強化しました（国立産業環境・リスク研究所（Ineris）AIDA）。
